Ubi gave part of the answer -- what is fleeting in a 2 oz sample may/will stick around longer in a full mug or glass. Another part of the answer is that those fleeting aromas may give us a hint to something wrong (or right) in the beer. I've judged several beers where a whiff of phenolic aroma, which quickly dissipated, gave me a hint that there was a problem in the beer. Sometimes this hint was borne out in the subsequent judging and sometimes not. If I found no further evidence of a problem, I could still indicate to the brewer that something might be developing that would hurt the beer as it aged. On the flip side, sometimes the first aroma is so beautiful, with intoxicating volatile components, that I would be sad to have missed it. It is so often the small, subtle things that make the difference between a great beer and a world-class beer, between a 42 and a 48 on the score sheet. We owe it to the brewer to incorporate the totality of their creation into our judging.
