Is this the correct interpretation? Correct? Based only the section you quoted, maybe. However, a bit below that in the Membership Guide (in the Proooomotions section) is this statement which clarifies the matter: "At least half of all experience points counted toward a rank must be earned through judging (either in a regular judging session or during a BOS round)." This seems to cover the requirement of an additional 50 judging points for each GM level.
