My concern with this recommendation is that it "may" limit the  number
of members willing to serve.  Since people volunteering to  serve have
histories in beer clubs, at competitions, and at conferences, it's  highly
unlikely that social misfits rise to positions of responsibility  and
authority - although that is not uncommon in  business.
 
Treasurers should be bonded.  Just ask an  auditor!
