True, and I expected this coming question about 4 weeks ago. >Lots of discussion has occurred regarding money, budgeting and dues. There >are merits to many of the various viewpoints however I believe they miss the >larger picture. The fact is that the BJCP remains unincorporated and >without a formal bank account. Correct. For the incorporation we need by-laws. Not the by-laws that the AHA/HWBTA had, since we wouldn't even stand a chance with all the modifications that had to be made to make them somewhat acceptable by any State to be incorporated in. The formal bank account can't come until we get a tax number which is when we get incorporated. Currently the BJCP funds are spilt between Jim Link and myself. Jim is doing the books, and I'm writing the checks to Russ and Scott for their costs. Balance as of Dec 31st was $7522. We have one outstanding obligation for the National/Master pins of about $1500 and Yes, Virginia, there is a mailing going out, about another $1000 for that. (The mailing is at the printers, I should have it Friday or Monday, and fingers willing, it should be mailed by the middle of next week.) >I understand work is underway to establish what the finances of the program >are, and its expenses, and to arrange for a amicable settlement with regard >to the past history of the program. However shouldn't an incorporated >entity exist, one with a valid tax payer ID with its own bank accounts, in >order for such monies to be transferred to? Unfortunately, the funds the BJCP has is all the BJCP has. The settlement is that the BJCP is not being held liable to the AHA for a sum of about $1400. Some of this was in the cost of the Rec/Cert pins that bore the AHA (tm) and they wanted to make certain these were destroyed properly. >Certainly some individuals have expressed interest in donating funds but >with out an incorporated organization there seems no structure to accept >such donations. Also there has been talk of soliciting donations from >corporate sponsors (an idea I personally approve of) but again such efforts >need the formal structure of the BJCP to be in place to succeed. And of >course any question of dues is meaningless without an organization existing >formally for members to pay dues to. Correct once again. Give that man a cupie doll. The formal structure needed is by-laws. I'm not going to go into all the details as to why they are being held up in committee. We have several strong headed Board Members. Their looking at the best interest of the BJCP as well as the best interest of the membership. The committee is at a road block. As a result the areas of the by-laws that they can't agree upon will be opened to general discussion by the rest of the Board within the next few days. >We had heard rumors that by-laws were to be ready back in October, >obviously that has been and past. I for one as a member would appreciate >some indication of what the actual timetable is for creating by-laws, >incorporating the BJCP, opening bank accounts, and further down the line >plans for ratifying these moves with the membership via some type of mailing >and subsequent follow on elections. Well, the by-laws have to be ratified by the membership before the incorporation. Every time by-laws are changed they must be re-submitted to the state, and also must be approved by the membership. We want to do this right. We hope that these by-laws will not require changes for several years. Most of the day to day operational stuff is not listed in the by-laws. The only thing is how the BJCP is structured, people elected, appointed, purpose, etc. Point awards, exam structure and competitions structure are totally independent of the by-laws. This allows an easier approach by future boards to make changes in these areas as the BJCP grows, but the root the backbone of the organization is what the by-laws contains. So in essence, we are looking at sending out the by-laws to the membership with point updates in March. No Later than March 18th. If it's later, then there will be some changes to the BJCP Administration. Time I get firm and rule with an iron keyboard ;-). (Russ don't take this personally). The 'Net' is great but, a group meeting of board members would accomplish more in less time. When members have their jobs, and travel, things slow down and it can take several weeks to decide on issues or get things done. Maybe all Board members, Directors and admin should be retired to be able to devote full time to these tasks.
