A panel I served on had some, ah, difficulty in agreeing upon criteria during the Nationals because of this. I'm surprised that the waters were allowed to get so muddy. The "canonical" definitions for the Nationals are the ones published in the Zymurgy issue that announces the contest each year, and not (necessarily) the ones in last year's Special Issue.
